- Be a startup qualifying as an SME under EU Recommendation 2003/361/EC
- Founded before January 1, 2024
- Established in one of the 16 identified moderate or emerging innovator countries
- Have at least one woman founder or C-level with 25% ownership or decision-making power
- Submit a business coaching plan
- Achieve market-product fit or have raised at least a seed round
- Not be under liquidation or excluded from EU funding
